The Government of West Bengal has
initiated time bound steps to modernize infrastructure facilities and also to create
new clusters and growth centers. Since infrastructure creation involves considerable
investments, the state welcomes private participation in this area and has already
made considerable progress in laying the groundwork for state-of-the-art industrial
facilities to attract entrepreneurs.

INDUSTRIAL PARKS

The West Bengal Industrial Development
Corporation is developing sector specific and multi product industrial parks in
the State keeping in mind the GoWB roadmap for rapid industrial growth. An overview
of some of the Industrial Parks initiated and / or developed in the State are as

GROWTH CENTRES
|
|
The government has encouraged the
development of Growth Centres through the West Bengal Industrial Infrastructure
Development Corporation (WBIIDC). The infrastructure facilities provided in these
Growth Centres include developed land, industrial shed, water supply, power supply,
street lighting, internal drainage & sewerage system. Other facilities such
as telephone, banks, post offices, fire stations, police outposts, shopping centers,
centre for recreational facilities are also being contemplated for the new Growth
Centres. Till date WBIIDC has established 15 Growth centers in different locations
of the state such as Kalyani (Phase I, II, III), Falta ( Phase I, II), Uluberia,
Bishnupur, Raninagar, Coochbehar, Malda ( Phase I, II) , Dabgram, Haldia, Kharagpur
and Bolpur. WBIIDC is also keen to develop industrial parks through the PPP model
involving collaboration with industry. 2 industrial parks are at present being developed
under PPP model – Integrated Industrial hub at Jalpaiguri and industrial auto park
at Jhargram.

INTELLIGENT PARKS
|
|
There are a number of Intelligent
Parks being set up in the State which is now the centre of action for IT and ITeS
companies. With more and more software companies moving into Kolkata for software
development & BPO operations to drive down costs, several private entrepreneurs
& realtors have entered the fray. They are setting up the state-of-the-art intelligent
buildings & IT Parks to provide ‘intelligent space’ to IT & ITeS companies.
As the Salt Lake Electronics Complex is almost saturated, IT facilities in and around
Salt Lake

SPECIAL ECONOMIC ZONES
|
|
With a view to generate employment,
the State Government recognizes the growth of SEZ in selected sectors. The GoWB
has also initiated creation of industrial infrastructure in the form of Special
Economic Zones which are specially delineated enclaves entitled to several fiscal
concessions and incentives. At the moment, there are five functional SEZs operating
in the State - Falta SEZ ( multi product zone), Manikanchan at Saltlake (Gems &
Jewellary), Wipro at Saltlake( IT/ ITes), Dalmiya and Co Ltd at Bantala (IT/ ITes)
and Unitech Hightech at Rajarhat(IT/ ITes). The export through the functional SEZs
increased to Rs. 5931.67 crore during 2009-10, an increase of 30%.
West Bengal
has received 11 notified approvals, 22 formal approvals and 14 in principle approvals
for setting up SEZs in the State. Most of the approvals are in the sectors like
IT & ITES, Electronic Hardware and Software, Engineering etc. The SEZs are likely
to provide employment to large number of people in the state.

MAJOR INDUSTRIAL AREAS

 HALDIA
The port city of
Haldia
caters to some of the national & international giants like Indian Oil Corporation
Ltd, Indian Oil Petronas Ltd., Hindusthan Fertilser Corporation, Tata Chemicals
Ltd., Haldia Petrochemicals Ltd., Mitsubishi Chemical Corporation, Hindustan Unilever
Limited, Dhunseri Petrochem & Tea Ltd., Shamon Ispat Ltd., Ambo agro Products
Ltd., Exide Industries and others. Apart from its location advantages and cargo
handling facilities, the Haldia Development Authority has taken steps to create
an investor friendly support environment by assuring availability of land, adequate
water, intra city roads,

communications and social infrastructure facilities. Today Haldia
is on the fast track for rapid industrialization. WBIDC and Tata Steel
have set up a joint
venture company forsetting up a Merchant Coke Over Plant
to generate 0.8 million tones of coke annually in Phase I and also 60MW of power.
A Mega Chemical Industrial Estate has also been proposed with 10,000 acres being
earmarked. West Bengal is also one of the three states of India whose proposals
to set up the PCPIR project, in Nayachar Island, near Haldia was approved in February
2008.

& the main commercial & financial hub of the eastern & north-eastern

has traditionally been home to several industries like jute, foundry leather units,

Kolkata is now emerging as a major electronics and IT industrial hub. There are
number of Industrial Parks and Special Economic Zones situated in & around the city.
The City is also the home of numerous domestic & foreign firms dealing in areas
such as banking, insurance, tea, electronic, etc.

ASANSOL
DURGAPUR
REGION
The Asansol -
Durgapur
region is located 150km north of Kolkata. The region is rich in mineral resources
like coal, iron ore, copper & bauxite & has industrial units producing iron
& steel, engineering goods, electrical equipments, etc. Prominent industrial
units in the region include the steel plant at
Durgapur
, an alloy steel plant & railway locomotive plant at Chittarangan.The West Bengal
Government is promoting the development of this region as an industrial centre with
integrated infrastructure.

The target industries for this park are steel
- based, software, electronics, leather, pharmaceuticals, agro-based & other
non -polluting industries. Electricity & water supply in the region are also
being upgraded to attract investment. Under the Jawaharlal Nehru National Urban
Renewal Mission (JNNURM), the Asansol Urban Area has proposed infrastructure investments
totaling some Rs. 15000 million including basic facilities such as provision of
water supply, sewerage, drainage etc which is expected to substantially upgrade
and modernize the operating environment and facilitate further industrial development.
Bengal Aerotropolis Projects Ltd. (BAPL), a specialist company engaged in the development
of Aerotropolis projects in India is currently developing an Aerotropolis at Durgapur.
The project is expected to bring about socio-economic development of the Asansol-Durgapur
region and create the second metropolitan city in the region.

KHARAGPUR
Kharagpur, an industrial town and
divisional head quarter for South Eastern Railways, is all set to become one of
the premier industrial hubs in the country. Kharagpur, about 120 km from Kolkata,
promises to be an ideal destination for investment due to the presence of the IIT
campus, its proximity to Kolkata and also because it is well-connected with the
rest of the nation by rail. Kharagpur has one of the biggest railway workshops in
India
with the longest railway platform in the world. Kharagpur was chosen as the location
of the first campus of the prestigious Indian Institutes of Technology (IITs). The
town has Diesel and EMU workshops which have created opportunities for a large number
of medium and

large scale units, which have, in turn, given rise to a considerable number of ancillary
units. The strategic location of the town has also helped in the establishment of
consumer goods, plastic, chemical and engineering industries like Tata Metaliks,
Flender McNeil and others. |
