Steady growth along with fiscal consolidation has been the hallmark of the State
economy. When India has grown 4.7 percent, West Bengal has grown 8.62 percent as
per CSO’s report published on 1st August,2014. GSDP growth in West Bengal was higher
than the National Average for 2013-14. Growth rate in National Average of GDP at
Current Prices in 2013-14 was 11.50%, while Growth Rate in GDP in West Bengal for
the same period was 14.27%. Growth rate in National Average of GDP at Constant Prices
in 2013-14 was 4.7%, while Growth Rate in GDP in West Bengal for the same period
was 8.62%. Growth rate in Per Capita Net State Domestic Product at Current Prices
for 2013-14 for West Bengal was 13.14% as against the National Average of 9.64%
during the same period. Growth rate in Per Capita Net State Domestic Product at
Constant Prices for 2013-14 for West Bengal was 7.78% as against the National Average
of 2.70% during the same period.

advantage with respect to marketing and export. Govt. of West Bengal has been rendering
all possible assistance with emphasis for growth.
West Bengal, being an agrarian State, offers tremendous potential for agri-business,
with fertile soil, excellent agro-climatic zones and aggressive land reform programmes.
The substantial growth in the agricultural sector provides the necessary base for
accelerated industrial development in the State.
Besides, advantages like dedicated cooperation with the investors, establishment
of world class financial institutions and harmonious labour relations, provide the
necessary climate, strength and confidence in the process of promoting industrial
development in the State.
Being the fourth largest growing State in India, West Bengal is the second largest
recipient of investment in the country. It has been receiving a number of
investments in the iron and steel, chemicals, plastic, information technology and
biotechnology sector. Of these, the tremendous potential for investment opportunities
exists in the information technology and tourism sectors, which have huge employment
and export avenues.
The State has achieved significant improvements in the urban infrastructure scenario
with reference to water supply, sanitation, education, health, restructuring connectivity,
real estate, etc. It has proper transportation system; efficient and high quality

To assist the investors in setting up industries in West Bengal, the Government
of West Bengal has launched Shilpa Sangi where an investor can submit a Common
Application Form in the Single Window Cell at WBIDC.
Initially, in Phase-I, the facility of Shilpa Sangi will be available to investors,
who want to set up medium and large industries in Kolkata, Howrah, Hooghly,South24-Parganas
and North 24-Parganas districts.Shilpa Sangi will assist investors to apply in Common
Application Form (CAF), to obtain licenses and registration from relevant important
State Government departments from a single place which are listed below.

For the above purpose a Single Window Cell (SWC) has started functioning in the
office of West Bengal Industrial Development Corporation Ltd (WBIDC). Officers of
the above departments will sit in the Single Window Cell at designated days of the
week. They will receive the Common Application Form and related documents and will
issue relevant Licenses / Registration after observing necessary legal and procedural
formalities according to relevant Acts and Rules. In Phase-II the investor will
be able to submit the Common Application Form on-line in the Shilpa Sangi and get
all licenses and registrations on- line. An on-line tracking system of status of
the on-line application will also be available in the G2B portal developed for the
purpose with IT infrastructure in the State Data Centre. In Phase-III, the State
Shilpa Sangi will migrate to the eBiz, the Single Window Facility being developed
by Department of Industrial Promotion and Policy, Ministry of Commerce and Industry,
Government of India, which aims to cover all Central and State government departments
which issue licenses and registrations required for setting up an industry in India.

Organization show that from 2013 the State's GDP grew by 8.62% where as the nation's
was 4.7%. Industry-wise too the growth has been phenomenal - 8.74% while India's

impressive. Also, capital expenditure has grown by 44%, indicating that massive
