Overview of Micro & Small Scale Enterprises
|
| West Bengal has a prominent position in the Nation with respect to t he strength and volume of MSMEs. As on March 31, 2015, there are about 1.46 lakh registered Micro & Small Scale Enterprises in the State, employing nearly 141akh people. According to the Annual Report (2012-2013), Ministry of MSME, Government of India, there were 34.21 lakh unregistered enterprises in the State, employing about 82 lakh people.

Biswa Khudra Bazar:
|
| JV investment opportunity for development of Biswa Khudra Bazaar over 100 acres, at Shantiniketan, Birbhum, a centre of excellence for handicraft and hand loom. Investment opportunity of Rs 600 crore ($90.33 million).

| Joint venture investment opportunity for development of an Apparel and Textile Hub at Salt Lake/Rajarhat, Kolkata. Proposed total project cost/investment has been estimated at Rs 300 crore and Rs 100 crore respectively ($45.17 million/$15 million).

| Micro & Small Scale Industry has been playing a vital role in the state and national
economy with thrust for generation of employment and self employment. West Bengal
has major advantages of easy availability of raw materials, a comfortable power
situation, skilled human resources, stable socio-political environments which are
the basic needs in the industrial development. Moreover, the affordable cost of
infrastructure, strong agricultural base, powerful and dynamic rural sector having
Panchayat administration and rich cultural heritage make West Bengal investor friendly
in all respect. West Bengal also has geographical advantage with respect to marketing
and export. Govt. of West Bengal has been rendering all possible assistance with
emphasis for growth.

| Industry Varieties
|
| Traditionally metal and engineering industries have a strong base in the State.
The first defense production centre known as Cossipore Gun and Shell factory was
set up in Kolkata in early nineteenth century. The State has skilled and educated
man power which is still considered as one of the best human resources centre in
the world. All the resources available in the State have helped the growth of other
industries like Mining, Jute, Tea, Silk, Gems and Jewellery etc. and recently the
IT industries. Service sector has provided opportunities of employment with rejuvenation
of IT and service sector growth. West Bengal is rich in handicrafts. Handicrafts
are traditionally the heritage items of the state. There are as many as 5,50,000
craftsmen engaged for producing wide range of handicrafts item while staying in
their home. Every district features in this respect. The State Govt. has been implementing
different schemes for development of handicraft industries in the state.

| The Geographic Advantage of the state
|
|
The State is located at the Eastern region of India and is bounded on the north
by the Himalayan range and on the south by Bay of Bengal. To the north-west, west
and south-west lie Nepal and States of Bihar and Orissa.
West-Bengal offers definite advantage in marketing of industrial & consumer items
as the traditional domestic markets in Eastern India, the north east and the land
locked countries of Nepal, Bhutan and Sikkim are easily accessible from the State.
The State stands as a gate-way to the much coveted market in south-east Asia and
Far-east. There is an international airport at Kolkata, a domestic airport at Bagdogra
and two river ports at Kolkata and Haldia.
A third port at Kulpi in South 24-Parganas is in active consideration of the authority.

| Creation of industrial Cluster
|
| The State is very keen on strengthening industrial clusters in the SSI sector. These
clusters are local agglomeration of enterprises producing and selling a range of
related and complimentary products and allied services are major source of enterprise
development. Much thought has been given for the cluster development which may be
of the type of horizontal clusters, the large units based clusters or vertically
integrated clusters.
Action is being taken to set up clusters and chalk out the programme so as to increase
the mutual trust of the members of such clusters. Such programme is being taken
with the support of the office of the Development Commissioner (SSI), New Delhi.

| Export Promotion
|
|
In the field of export promotion the State has set up a West Bengal State Exports
Promotion Board, an agency under the control of Department of Cottage & Small Scale
Industries, Government of West Bengal. The said Board is taking steps to develop
a good data base system which will help entrepreneurs to collect export intelligence.

| Resources & Skill
|
| West Bengal has the advantage of natural and mineral resources itself and nearby
states. It has also skilled workforces and educated human resources. Further, rural
sector of West Bengal is very much known for its traditional heritage in crafts.
A wide range of handicrafts are produced in the State where the artisans and articrafts
have got recognition all over the country since days immemorial.

| Enactment of Micro, Small and Medium Enterprises Development Act
|
The nomenclature of the Units are termed as Micro, Small & Medium Enterprises which
can be stated as Enterprises are engaged in manufacture or production of goods relating
to any industry specified in the first schedule to industries (Development & Regulation)
Act, 1951 or engaged in providing or rendering any service or services where :-
i) A micro Enterprise is the one where investment in plant & Machinery does not
exceed twenty five lakhs.
1. A Small Scale Enterprise where investment in Plant & Machinery
is more than five lakh rupees but does not exceed five
crore rupees.
2. A medium Enterprise where investment in P&M is more than five
crore rupees but does not exceed ten crore rupees.
ii) In case of Enterprise engaged in providing or rendering services :-
1. A Micro Enterprise, where investment in equipment does not exceed
ten lakhs rupees.
2. A small Enterprise, where investment in equipment is more than ten
lakh rupees but does not exceed two crore rupees.
3. A Medium Enterprise where investment in equipment is more than two
crore rupees but does not exceed five crore
rupees.
